The Pirate Party stands for individuals over corporations and institutions, both governmental and non-governmental. We believe that the people hold the ultimate power in this nation, and institutions should not exist to crush the will of the people. The Pirate Party will always put the needs of the people first and work to reform institutions that do not serve them.

Consensus was reached to send that back to the new revision back to the PNC

Added

America's electoral system is broken. Two major political parties have entrenched themselves, and they prevent other voices from being heard. To address this, the Pirate Party believes that legislatures should be elected via proportional representation, restrictions on ballot access should be lessened, and voter registration should become more streamlined. 

To opening up government plank. There was consensus on the message, but text was tabled for more revision at the next meeting.
