PNC 09/24/2023

The September 24th, 2023 PNC Meeting was one of the weekly meetings of the Pirate National Committee (PNC). This meeting took place on IRC.

<Dausume> I mean something we could put out so we can ask people if they want to run for the position
<iAmV> Prior to the election, the PNC shall elect an Election Committee of at least three persons to supervise the silent ballot, and to independently calculate the results.

<iAmV> we still need the voting members to declare a date to enact the election committee
<DreadPirateDrew> I believe the committee was meeting at least once and accepting nominations. But that nominations aren't usually closed until the night of the election
<iAmV> so unless they show up by the end of the meeting (at least 2 more voting members)
<MichaelC_Scribe> I could also do election committee again if need be!
<Dausume> Should we do reporting or do we need to wait for voting members for that? So that we can do the stuff that does require them when they show up later assuming they do

<iAmV> I'd like to suggest that even if an officer has nothing to report, they can always say "No report at this time."

<Ty-> The only report I have is I stressed the everyLibrary disregard book labelling but agreed to transparency of said book labelling. And to figure out how much data if any data was being shared. To my understanding, according to Dustin they are not doing any data sharing, and we would have the ability to co campaign in the future at some point if needed, but we'd have to go through some procedure. 
<iAmV> Swarmcare report: 1-Working on finding engagement opportunities for international work for US Pirates through PPI (such as developers or graphic designers teams to collaborate on media). Garnered interest from pirates in Russia and UK. 2-Did the best to move forward two events from planning phase to deployment phase.

<Dausume> Outreach - During the Outreach meeting, we did a workjam, working on and familiarizing with configuration for Wordpress. Doing preparation for putting together tutorial videos for how to put together a Wordpress site for states through developing the DMV site. Went through navigation setup, google calendar plugin and linking it to a gmail account, slideshows. Other outreach activities - Doing Liaison work with everyLibrary (also known as Fight for the

<iAmV> Action Item Committee report: 1-Started the Trello. 2-Need to write out more documentation to have a fully asynch process to working on tasks. 3-Biggest priority is newsletter for October.

<Dausume> Other outreach activities - Doing Liaison work with everyLibrary (also known as Fight for the First), talking with their Political Director. I talked through confirming that they were not currently doing data sharing, most groups they work with are libraries which similarly do not leverage data sharing. They affirmed that if they did do data sharing they would be happy to collaborate with us and bring lawyers into the issue to ensure the platform is t

<iAmV> Don't the bylaws say that quorum is 3 out of 5?
<iAmV> A quorum shall be 50% of all states, Probationary states, and Observer states, where Member states are counted as one and Probationary and Observer states are counted as one-half.

<Ty-> I suggest pseudo voting and pushing forward so the election comm. can make their progress throughout this upcoming week and next week everything can be officially voted on.

<pmchi> Might I suggest the election coming after WV’s admission to PNC membership, even if it’s on the same day

<Ty-> Considering the circumstances of tonight's absence, it should be scheduled for more than 2 weeks out sot he official voting van be agreed or disagreed upon on record next week. I should have agreement on WV member then.

<pmchi> Well, not an “objection”, but I am booked that day for a show. I don’t foresee it being a major issue, but should it interfere timewise, I may not be able to attend
