[9:03pm] papegaai: Title: PNC 08/29/21 - United States Pirate Party (at wiki.uspirates.org)
[9:03pm] Bosun: Joseph Klein USPP vice-chair & WIPP rep.
[9:04pm] pmchi: Mitchel Davilo, Chicagoland/ILPP, Swarmcare Manager
[9:05pm] yari: Thank you everyone! Let's do reports! Jokeefe - I realize the meeting didn't really happen last time, is there another IT meeting date you had planned?
[9:06pm] jokeefe: I’ll let Bosun determine the next meeting
[9:07pm] Bosun: Thursday at 9 ET]
[9:07pm] jokeefe: Other than that, I have nothing more to report.
[9:07pm] Frank joined the chat room.
[9:08pm] jokeefe: This Thursday, yes?
[9:09pm] Bosun: Yes
[9:09pm] yari: Thank you both! I look forward to being there on Thursday then!
[9:09pm] yari: Wodensday, outreach?
[9:09pm] jokeefe: Thanks, Bosun. Will announce it.
[9:11pm] yari: wodensday?
[9:11pm] wodensday: Whoops, sorry about that.
[9:12pm] wodensday: We did not have an outreach meeting Tuesday due to attendance.
[9:13pm] Radiojoe joined the chat room.
[9:13pm] yari: Gotcha. Joe, anything to announce or discuss for platform or treasury?
[9:13pm] Joe: Yes, both.
[9:13pm] Joe: Preference?
[9:13pm] wodensday: (We did also have our little pirate chat, but that may be best left up to swarmcare to comment on)
[9:14pm] yari: Joe platform first?
[9:14pm] Radiojoe: Hello, sorry to interrupt, shall I ID now or wait?
[9:14pm] yari: RadioJoe go ahead
[9:14pm] jokeefe: ID now is fine
[9:14pm] Radiojoe: William Dappen, California
[9:14pm] Radiojoe: state rep
[9:14pm] Joe: We plan to discuss internet as a human right tonight. All are welcome to attend.
[9:16pm] yari: Cool!
[9:16pm] yari: Treasury?
[9:16pm] Joe: We can to the decision that we are against military action unless there is a humanitarian crisis. We are more about foreign support than direct action.
[9:16pm] yari: ^ love that
[9:16pm] Joe: So more butter than guns. Still being an international party, makes sense.
[9:18pm] Joe: On the Treasury front, still need to do a budget but currently we have 130 dollar bucks for spending. There was more in the account but lack of use gets fees.
[9:18pm] Joe: We need to have transactions at at least 6 month intervals to avoid fees.
[9:19pm] wodensday40 joined the chat room.
[9:19pm] Joe: I added 20 to the account which needs to be reported
[9:19pm] Joe: So the total is actually 150 dollars
[9:19pm] Bosun: OK, like. aa deposit.
[9:20pm] Joe: Some activity, it was for being inactive.
[9:20pm] wodensday left the chat room. (Ping timeout: 245 seconds)
[9:20pm] yariValtean joined the chat room.
[9:20pm] Joe: In or out does not matter.
[9:20pm] wodensday40: (This is Anthony Jay)
[9:20pm] Joe: That is what I have currently.
[9:21pm] yari left the chat room. (Ping timeout: 246 seconds)
[9:21pm] yariValtean: This is Rose Klein, PNC chair, for the record
[9:21pm] yariValtean: And thank you, Joe
[9:21pm] yariValtean was promoted to operator by you.
[9:21pm] yariValtean was demoted from operator by ChanServ.
[9:22pm] yariValtean: Okay - pmchi, anything for swarmcare?
[9:23pm] pmchi: Yesterday we had a little Pirate chat on Jitsi, it was incredibly casual but very fun. We’ll be trying it again this Tuesday after outreach. Other than that, Illinois and Indiana’s sites are in production, Illinois’s will be live this week
[9:24pm] yariValtean: Fantastic!
[9:24pm] yariValtean: Let us know when that does go live, so that we can promote it!
[9:24pm] yariValtean: Bosun, anything from you?
[9:25pm] Bosun: I need to get data to Joe and send him a check from WIPP.
[9:26pm] yariValtean: Gotcha!
[9:26pm] yariValtean: Thank you for the update!
[9:26pm] yariValtean: With reports done, we move on to the main item for tonight which was suggested last time: A discussion of moving our meetings to Jitsi from IRC
[9:26pm] Joe left the chat room. (Quit: Connection closed)
[9:27pm] Joe joined the chat room.
[9:27pm] Bosun: I am going to be a zombie until Sebastian starts school.
[9:27pm] Joe: Same here Bosun
[9:27pm] wodensday40: Motion to place Bosun on paternity leave, haha
[9:28pm] yariValtean: So, I would like to open up a discussion of exactly that: What are people's thoughts on the idea of moving our meetings to Jitsi?
[9:28pm] yariValtean: Bosun and Joe, noted - thank you
[9:28pm] Bosun: Please let that die
[9:28pm] yariValtean: Wodensday can't propose motions, so It's not a real one
[9:29pm] pmchi: If yesterday was anything to go by, I think Jitsi is an incredibly useful tool we should be utilizing more often
[9:29pm] Bosun: The bylaws will need revision. IRC is mandated in the. bylaws.
[9:29pm] yariValtean: Bosun that is an excellent point
[9:30pm] Joe: We need a reliable solution for recording and recovering the meetings
[9:30pm] yariValtean: Still, that doesn't mean it should be less of a discussion -
[9:31pm] wodensday40: I agree with pmchi. Whatever needs to happen should happen. I think it's the future of the party.
[9:31pm] Bosun: We just add "or any other recordable conference platform that the Board may designate."
[9:31pm] Joe: I concur, we should have more optimized content.
[9:31pm] yariValtean: Joe agreed. Is youtube enough of a mechanism for that?
[9:32pm] yariValtean: a reliable solution, that is
[9:32pm] Joe: I would like to have a backup on our site for the meeting too. Or post them to the wiki somehow.
[9:32pm] yariValtean: I ask about youtube since it's the method we've used for the livestream -> recorded link previously
[9:33pm] Joe: Motion to send to it for discovery?
[9:33pm] yariValtean: Joe I would like that too, but I have concerns about hosting space - jokeefe? Is that reasonable?
[9:33pm] yariValtean: Joe can you elaborate?
[9:34pm] Joe: Possible solutions to the technical how-to for multiple hosting services.
[9:34pm] Joe: And costs.
[9:35pm] yariValtean: So your motion is that the PNC look into solutions for multiple hosting services?
[9:35pm] wodensday40 is now known as wodensday.
[9:36pm] jokeefe: We can download the files easily and upload them to a uspp account on archive.org.
[9:37pm] Bosun: How much data typically per session?
[9:37pm] yariValtean: Approximately one hour of video, compressed?
[9:37pm] Joe: Well, the motion is for discovery. Meaning let those with better understanding of IT come up with the best course of action. But I do support the change.
[9:38pm] Bosun: Bits/bytes please.
[9:38pm] Radiojoe: we could reduce the data to podcast form
[9:38pm] Radiojoe: i mean, its not like we are very liberal with visual aids as it is
[9:39pm] Joe: Good video and audio is a must. Even a cheap condenser is worth it.
[9:39pm] yariValtean: 1320 MB
[9:39pm] yariValtean: approx
[9:39pm] yariValtean: At 720pixels, which is standard
[9:39pm] Bosun: Next time we do a meeting, please record how big the resulting file is.
[9:40pm] yariValtean: Will do, Bosun
[9:41pm] Joe: Did the motion fail?
[9:41pm] yariValtean: Joe nobody seconded
[9:41pm] Bosun: What motion.
[9:41pm] jokeefe: 8/8 meeting is 242 MB
[9:42pm] jokeefe: “Motion to send to it for discovery?”
[9:42pm] Joe: Motion to send to it for discovery on how to streamline jitsi meeting and production
[9:42pm] Bosun: I move we task IT with developing a backup and long term storage solution for video meetings.
[9:43pm] Bosun: Hows that?
[9:43pm] Joe: Much better, thank you & 2nd
[9:43pm] yariValtean: Motion on the table
[9:43pm] yariValtean: All in favor?
[9:43pm] Joe: Aye
[9:43pm] Bosun: Aye
[9:44pm] Bosun: CA?
[9:44pm] Radiojoe: aye
[9:44pm] yariValtean: Thank you, that is three in favor, no abstain.
[9:44pm] yariValtean: The motion passes
[9:44pm] yariValtean: The IT committee is so tasked
[9:44pm] Joe: May I ask a quick question?
[9:45pm] Bosun: Now we really need to show for the neext IT meeting.
[9:45pm] yariValtean: Joe, ask away
[9:45pm] Joe: When will il be recognized and have a vote?
[9:45pm] jokeefe: See you Thursday, Bosun.
[9:46pm] pmchi: I need a website and two members with active attendance still
[9:46pm] yariValtean: Joe IL will be recognized and have a vote as soon as they fulfill the requirements of state eligibility in the bylaws
[9:46pm] yariValtean: https://wiki.uspirates.org/w/index.php?title=Pirate_National_Committee_(PNC)/Bylaws#Section_2:_State_Eligibility
[9:47pm] Joe: I was curious about what they still needed. Thank you.
[9:47pm] yariValtean: Thanks pmchi
[9:48pm] Bosun: Three or more reliable volunteers, like every other state.
[9:48pm] yariValtean: Okay, that was our main discussion thing I had on my docket for this meeting. I'm hearing that the general consensus is that we should move forward with Jitsi meetings, pending the IT committee's report
[9:49pm] Joe: Aye
[9:50pm] yariValtean: What I would suggest then is that we table this discussion until the IT committee's report is given, and then continue at that point
[9:50pm] Nolan left the chat room. (Ping timeout: 245 seconds)
[9:50pm] Bosun: I think we just need to amend the bylaws
[9:51pm] yariValtean: Bosun if you wish, you are welcome to present a motion
[9:51pm] Bosun: I move After IRC we just add "or any other recordable conference platform that the Board may designate."
[9:51pm] yariValtean: Motion on the table
[9:52pm] Bosun: Will it die?
[9:53pm] jokeefe: where in the bylaws specifically?
[9:53pm] yariValtean: jokeefe https://wiki.uspirates.org/w/index.php?title=Pirate_National_Committee_(PNC)/Bylaws#Section_5:_Meetings_to_be_held_by_IRC
[9:53pm] jokeefe: thanks
[9:54pm] Bosun: That
[9:54pm] Bosun: Aticle VI, section 5.
[9:54pm] yariValtean: It is only the title of section 5 which specifically states that our meetings must be on IRC
[9:55pm] yariValtean: The wording in the rest of the section are rather more lenient
[9:55pm] Joe: I like our current plan.
[9:55pm] Bosun: so add it to the title.
[9:56pm] jokeefe: From: Notwithstanding rules contained in RONR, meetings held by USPP may be conducted via Internet Relay Chat (IRC), on a publicly accessible server.
[9:56pm] jokeefe: To: Notwithstanding rules contained in RONR, meetings held by USPP may be conducted via Internet Relay Chat (IRC), on a publicly accessible server or any other recordable conference platform that the Board may designate.
[9:56pm] jokeefe: To: Notwithstanding rules contained in RONR, meetings held by USPP may be conducted via Internet Relay Chat (IRC), on a publicly accessible server, or any other recordable conference platform that the Board may designate.
[9:56pm] Bosun: That works as well
[9:56pm] Joe: Also, due to the lateness of this meeting. I plan to move the platform meeting to Monday at the same time as this meeting.
[9:57pm] yariValtean: Thank you, Joe - good to know
[9:57pm] Joe: Thank you for understanding.
[9:58pm] Bosun: Has my motion died?
[9:58pm] yariValtean: Bosun has a motion on the table, Joe and RadioJoe
[9:58pm] yariValtean: 2nd or move on
[9:58pm] yariValtean: Propose alternate motion, such as table
[9:58pm] Radiojoe: 2nd
[9:59pm] yariValtean: Okay, with that I'm calling the vote.
[9:59pm] yariValtean: All in favor?
[9:59pm] yariValtean: Of amending the bylaws
[9:59pm] Bosun: Aye
[9:59pm] Joe: Abstain
[9:59pm] Radiojoe: aye
[10:00pm] yariValtean: Two ayes, one abstain - which means that the motion passes, on a technicality.
[10:00pm] Joe: As previously mentioned, I Preferred to send to it. Though I am not entirely against it either.
