Quorum Bylaws Debate:

-It came to the attention of the PNC that observer states held some level of weight counting towards quorum. Counting has half of a pnc member state.

-This was something that needed to be rectified which cause debate on whether to have the change that meeting or when it is livestreamed for transparency.

-A vote was then made to have it as a vote first thing next meeting.
