Thoughts
As an esteemed definitely not slacker minutes-taker for a tiny club in the UP, what the USPP does isn't really minutes. And it doesn't have to be fancy but the way they currently work is not that ideal and some of the systems like #pirate-council seem to have slipped. And I get it, if there's not much pep to be formal then meh. But this has lead to a couple issues:
- There's not much pep for outside communication to the PNC, so these 'muscles' like the council have atrophied. This is step one hopefully.
- Certain decisions made just aren't reflected well at a cursory glance like Pirate Candidate Announcement: Hunter Rand for Sparks City Council 2nd Ward being formally endorsed by vote during PNC 11/02/2025. This is recoverable since there is an external record although I want to present this before just going ahead and making that sort of change. It's not hard for me since I tend to watch recordings anyway to make up for my unavailability during the meeting times (so far).
- Other decisions are lost to public review; in the platform committee channel there was mention of the PNC firmly seeking a Clean Water plank. Because no business took place on IRC in PNC 11/09/2025, and no transcript is available for Jitsi, that position is at risk of being lost media unless a member had a recording.
This is not an attempt to blame but an observation for PNC consideration, a part of my 'clean the house' agenda. Accordingly I also have a suggested draft format for minutes going forward.

- Prop 1: Have the following minutes page created, available for adding things to by council suggestion so it is clear what is on the agenda in advance. May help boost usage of the pirate council area and non-discord suggestions.
- Prop 2: Simplify. If headers are not filled, eliminate them.
Summary
- Prop 3: summarizing; needs only focus on voted actions and official 'the room thinks this' outcomes which are taken to the public. Imo sub headers should be skipped unless the meeting is complex enough to need them.
- It's very important to have notes for here if say, it is an internal jitsi meeting without a recording. If there is a public record I'm willing to 'generate' a summary the old fashioned AI free way with official highlights, see the 'proposed summary' at the end of the page based off a recent meeting.

- Prop 4: header rename. This area is useful but it is not minutes (that is the page itself). This can have the IRC log and the video feed as appropriate.

Hunter Rand Campaign Announcement:
-Nevada representative Hunter Rand announced his intent to run for Sparks City Council in Nevada.

Proposed summary
- Meeting was opened by Jolly Mitch with introductions from attendees. (this will probably repeat every minutes)
- Captain's update: Jolly Mitch plans to attend a Transhumanist Party regular meeting the following day as a Pirate Party rep, as well as the upcoming Legal Marijuana Now Party meeting. There will also be a final followup survey for the 2026 Pirate National Conference location.
- Nevada representative Hunter Rand was introduced to the PNC, announcing his intent to run for Sparks City Council in Nevada. His campaign and current progress was presented.
- Hunter Rand was unanimously endorsed by the PNC for Councilman of Sparks, Nevada.
- California's probation status and voting rights were discussed. A vote was called and approved with no objections to remove California from probation status, restoring them to active status.
- Probationary states can indeed vote on normal issues, but not on bylaws changes, and they only partially count for quorum.
- The Clean Water plank was briefly discussed. As of the meeting it is still awaiting updates for a draft to further discuss and vote on.
I might like to wiki-link some things from ^ for reader benefit like PNC national 2026 or the transhumanist party, but that's a vanity I would take up only when comfortable and when there's content to link, and that's not an official suggestion here.
