Old Business

• IL proposed a change to the bylaws on 03/26/2023 that was tabled.
  • Article 4, Section 1.2 currently states: "The First Officer or Vice-Chair, who shall assist the Captain in managing the administration and operations of the PNC, and act as secondary spokesperson of the party. The First Officer will conduct business on behalf of the Captain or the Quartermaster in the event that either is absent or incapacitated"

From Mitch:
I’d like to propose a change that would make the Vice-Chair the head of committees. Our current committees, while not codified as such if I’m not mistaken, are, but are technically not limited to, Platform, Outreach, IT, Press and Media. I’d like to wait until next week to vote upon such a change, but this is the official wording I’d like to present as the new proposal:
The First Officer or Vice-Chair, who shall assist the Captain in managing the administration and operations of the PNC, and act as primary leader of USPP committees and secondary spokesperson of the party. The First Officer will head all meetings held by party recognized committees and conduct business on behalf of the Captain or the Quartermaster, in the event that either is absent or incapacitated.

  • deciding between april 12th and april 15th for american meditteranian meeting of state outreach
  • Might do two day setup for each of these
  • Maybe 12th at night, 15th at noon EST

• Secretary: I need help with stuff

• International Pirates - Joe:
  • there is an active investigation, lots of drama in PPI
  • Joe has been appointed to coalition of arbiters
  • Funds were raised for ukraine and might not have gone to ukraine, there is an investigation starting.
  • How much should we send in donations to PPI?

Old Business

• Vice-chair as chair of committees proposal:
  • Mitch explains that committee chairs shouldn't have to attend PNC, that this would also allow that.
  • this would help more meetings happen

• CA friendly amendment to change the wording to be:

"The First Officer or Vice-Chair, who shall assist the Captain in managing the administration and operations of the PNC, and act as primary leader of USPP committees and secondary spokesperson of the party. The First Officer will assume responsisbility for all meetings held by party recognized committees and conduct business on behalf of the Captain or the Quartermaster, in the event that either is absent or incapacitated."

Vote called, accepted unanimously. Bylaws changed.

New Business

• National Conference:
  • We need to start getting the nomination process going
  • Everyone should have three nominations
  • Is this the year where members, individual members - vote on the officers?
• Drew: Can we make a form for voting?
  • Allow anyone to vote!
  • They are public - make a ballot, make a public form
  • Set up candidates early, and keep reminding people to vote for the next board of the USPP
• We can ratify the public results as the PNC
  • can additionally ask on the ballot what debate questions people have
• Motion by CA:

That the PNC will hold a public and online vote for the USPP officers and that the PNC will ratify the results of said vote on June 4th.
