			**In order for there to be a vote, quorum must be reached. That is at least 50 percent of member states must be present and giving a vote.
			**Voting members of the PNC shall say “aye” to indicate approval, or “nay” to indicate disapproval.
			**Voting members may choose to abstain, in which case their vote shall not be tallied.
			**Unless otherwise specified in this document, a vote shall pass if the “aye” votes exceed the “nay” votes. To specify if for example there is one aye vote and 10 abstaining votes the vote will still pass.
