There have been a few attempts at making it easier to fork websites, but we've mostly found most people are best starting off with a simple flat file website, se, even hosted by GitHub Pages. WordPress in itself requires a hefty bill, at least $2.50-3 a month, and this is you are command-line familiar, otherwise you're paying for a shared host.
